i am looking for results from another wordpress that has amazing plugins but how you find same plugin installed information from another site’s wordpress so you can use same plugins for your own wordpress?

i am not use to using a computer alot and i am not sure where to put wp-content/plugins directory. Would it be after my blog or by itself on the address bar or would it even be on the address bar?
I joined WordPress yesterday and I’m using the free hosting option, but I’m planning on buying a domain name this weekend(I don’t think that really matters). I’ve looked at a few tutorials on how to install plugins, but under the “appearance” menu, the option isn’t there. What I’m asking is, if someone could tell me how get to the plugins menu, or give me a link.
P.S I know how to download plugins, I just can’t install ‘em.

I would like to save some plugins from one of my wordpress blogs and upload them to another wordpress blog I own. The only way I can see so far is to back up my entire WP database and use phpmyadmin, but that backs up the entire site, all I want to do is reuse the plugins. Some I paid for and can use again on any site.

Voting/rating comments, along with viewing thresholds.
I would also like to add votes for anons and if possible for it to be server-friendly.
